POSITION: Chief Executive
Officer (CEO).
JOB SUMMARY:
The CEO position is responsible for the overall management of the
office and activities of the Jefferson County Job Development
Corporation (JCJDC) and the Jefferson County Industrial Development
Agency (JCIDA). The CEO is the principal industrial and business
promoter responsible for recruitment of new employers and providing
assistance to new and expanding businesses in the area of capital
financing, tax abatement, and business development. The CEO has the
overall responsibility to meet the objectives of the JCJDC/JCIDA
through effective organization, supervision, control and performance
of staff as well as through contacts with various financial interests,
consultants, state and federal government agencies, and local economic
development agencies. The successful candidate should come from an
environment where emphasis is placed on initiative, seizing
opportunities in the private market place, and coordinating a bold
approach among community leaders and interests. Salary is commensurate
with qualifications.

Annual Budget: $1,400,000

Operations of Multiple Corporations
REQUIRED SKILLS AND ABILITIES:
Should possess at least a four-year degree in business, marketing,
public administration or related field.
Thorough knowledge of Industrial Development Agencies and the NYS
Public Authority Accountability Act.
Extensive knowledge of the principles, practices and effective
strategies associated with commercial and industrial recruitment,
development and retention.
Strong working knowledge of the various economic development
programs of the State of New York and federal governments.
Excellent verbal and written communication skills and the ability to
make public presentations in a clear, concise and engaging manner.
Extensive knowledge of principles of business administration,
planning and operation with emphasis on associated financing and
accounting skills.
Extensive knowledge of administrative principles and methods
including goal setting, program and budget development and
implementation, as well as management supervision.
Proven successful track record in the area of economic development
project financing that demonstrates a thorough understanding of
private, state, federal and local capital financing resources.
Economic development certification is preferred.
GENERAL DUTIES
Develop and implement, through liaison with the JCJDC/JCIDA Boards
and various community groups and agencies, goals, policies, procedures
as well as work standards for JCJDC/JCIDA.
Identify and capitalize upon regional, state, national and
international business trends and opportunities. Then incorporate this
information into an aggressive and proactive marketing program to
identify, attract as well as retain commercial and industrial
development.
Develop, implement, and manage the annual budget through monitoring
of expenses and project budgets.
Represent the JCJDC/JCIDA at various government, private and
business association meetings, seminars and events.
Make various presentations to government, private and business
associations concerning the activities and objectives of the JCJDC/JCIDA.
Lead, control and supervise subordinate JCJDC/JCIDA staff in the
pursuit of organizational programs and objectives.
Develop and implement economic development project financing
packages to meet the needs of individual new or expanding businesses.
Establish and/or capitalize new business financing resources through
grant development or other means in response to emerging community
needs.
Develop, manage and coordinate the operation of various economic
development facilities such as industrial parks, business incubators
and industrial/commercial centers.
Conduct business retention, development and visitation programs
aimed at existing businesses within Jefferson County.
PRINCIPAL ACCOUNTABILITIES
Develop and carry out the work plan consistent with the
Corporations Missions, Goals and Objectives.
Manage the operations of the JCJDC, JCIDA and Watertown Industrial
Center Local Development Corporation.
Ensure organizations are compliant with all oversight agencies.
Develop a corporate park at the Watertown International Airport.
Develop new sources of financing for all sectors of the local
economy.
